Threat-proofing the grid: We need a comprehensive safety net and that starts with resilience

When two substations went down due to gunfire in Moore County, North Carolina the first week of December, schools and businesses closed, the hospital canceled surgeries, gas stations stopped working, traffic signals went dark, water wells stopped pumping, sewer and water treatment plants went on backup generators, and thousands went without heat in their homes.
